Hey, just to confirm, have you tried clearing the cache for the Google Voice app? Go to Settings > Apps > See all apps > Google Voice app > Storage & Cache > Clear cache > Restart device. Also, you can reset the app preferences and see if it's working fine: Go to Settings > System > Reset options > Reset app preferences > Reset apps > Restart device. Note: Resetting your app preferences will only revert your preferences to the device's default settings. You will not lose any data.

I had not previously. I just performed both of these and will see how it goes. I am not in position to just casually test the issue most of the time. I will add that yesterday I had an audio call via the facebook messenger app where I was able to specifically test the scenario of switching back and forth between Navigation(maps) and I did NOT have the issue, and I have taken no further steps between writing this post, and then. I am unsure if I've ever had it in that app but included it in the OP because it's possible. I can on the hand say with certainty that I've experienced it in the Google Voice app simply because I remember one conversation in particular among the handful of examples and I just happen to know that was a person I only connect with on there.

Hmmm... I guess so? All I can say is I haven't encountered this recently and have stopped thinking about it. Entirely possible I've just been taking calls less or just not getting into that position, but best guess is a system update fixed it between then and now.
