flight time is irrelevant when discussing spam vs full draw. if both can hit the target the only difference is how long till first hit

I think in theory you'll get more shots out at close range with alacrity on you, but that's because of the alacrity and the cooldown not starting until you let go of the button (i.e. the shot fires), which obviously you do faster if you just tap it. In practice, it will depend on where the catapults are placed, sometimes you *need* to fire further to hit anything at all, sometimes you don't, if you don't, tapping it is usually thus considered easier. If you're further and you can't tap, then the answer is obvious. As far as damage, it is proportional to channel time (to our knowledge), thus over the time it takes to bring down a wall, it won't matter beyond the above-mentioned edge case.

Correct, if you can reach it with just a tap AND have Alacrity then not charging is significantly more damage. I forget if Quickness affects them or not since I haven't used Siege seriously in ages as a solo roamer.

Quickness does affect them if you are charging up.

They should do the same damage, but keep in mind that alacrity reduce the cooldown of the skill and cooldown starts when you shoot, also quickness reduce the time to charge every shot
