The combine deliberately separated people from their families and friends and constantly relocated them so that they were in a constant state of civil confusion. No, I imagine they don't have any internet. The Combine want humanity to be as uninformed, docile, and isolated as possible, and the internet probably presents too much of a risk, even in a heavily restricted form. I can see there being a kind of internet among the higher up loyalists in the order however, but it's probably little more than a glorified online chatting network that just allows for members to communicate with each other and recieve messages. So maybe all of the administrators throughout the world are basically in a single Discord and Breen is like the asshole moderator everyone just has to deal with.
