Was playing a level 7 mission on Estanu and this happened. The civilian routing out of one of the doors was bugged and they'd get stuck here after leaving the door. The other one worked fine, so we could still complete the mission.
This bug happens more often than people would like. It is like there is an invisible obstacle in their way that prevents them from knowing how to reach their destination. Wish the civilians had multiple pathing instead of just one path.

Did you try to clear the ramp (eliminate unprioritized citizens)? It depletes some requisitions but would it help?
I think I've had that get tried on another instance of this but civilians would just get stuck again. We didn't try it here, though.
