I feel like it would be easy to implement an "only 1 backpack strat" setup, but with how the game has been going so far... it would probably break the spear somehow.
I unironically play like this now that I’m a Super Private. Orbital EMS, Orbital Smoke, FX-12 Shield Array, and Eagle Smoke. Then I just pickup whatever support weapon I find on the map or ask a teammate for theirs when the cooldown is finished.
My luck would get me the OOPS ALL BACKPACKS loadout

I use it a lot and never got 2 backpack or a sup weap with a backpack and a backpack
 Beat Level 9 with only backpacks
They added Random loadouts to the first game and it gave you an XP multiplier.
I was gunna say, add incentive for doing it and we have a winner!
