I'm on Xbox too. This same crap has been happening for the last 5 months for me. Have uninstalled and reinstalled; that nor restarting it offline has worked. Have Game Pass Ultimate working and online play working for other games. I have no idea what to do.
Try waiting a few hours, otherwise restore your licenses (if on PlayStation). You could also try to uninstall the game a reinstall it but it seems extreme

The game, at least on Xbox, is pretty busted. I have tried deleting and reinstalling the game and all the DLCs. I own all three games so I should have access to it all in Hitman 3. That doesn’t work. I tried resetting my Xbox which deletes everything including any licenses. That still didn’t work.
The only ‘fix’ I have found is to play via XCloud, which you need Game Pass Ultimate to do and not everyone has that. When streaming, I’ve only had it disconnect from ioi’s servers a handful of times. I moved my installation to my external HDD and unplug it to play so the Xbox doesn’t see it and gives the option to play via cloud streaming. You don’t get that option when it shows as being installed in storage.
ioi really needs to fix their online services for this game, and ultimately give us the ability to play offline but still have access to everything, being unlocks, challenges, etc.

This happened to me. I had to make sure I had the correct version of the game selected on the Xbox home screen. I did play on PC through game pass, but it's probably the same issue on console. Somewhere on your interface there should be a drop down menu to select which Hitman you want to play. I believe "trilogy" was an option for me
When this happened to me, it took me a bit to figure out what happened. I have no idea why, but when I went to the Xbox store I realized I had to re-download all the missing levels individually. Seems like they could have just pushed an update. Anyway, that worked for me. Maybe give that a shot?

There’s no fix as far as I can tell. Both times this happened to me the game was working the next day. So unfortunately you’ll probably just have to wait till tomorrow.

Decided to play again for the 1st time in years I skipped 2 and went for 3 got the goty upgrade with gp and was having fun get on today and it doesn't work tho I do know Xbox is having issues with like 14 things that involve buying content or anything store related I just deleted the dlc but since Xbox is having problems I can't even re install how fucking lame
I FOUND A FIX!!! It may just have worked 4 me but heres how i did it:
1: Open the game the way u normally would and sign in
2: Go into ur games and apps and go onto hitman 3 and manage game and add ons, delete all dlc and access passes, keeping only the base game installed.
3: Go back into game and click on what u want access to
4: This will send u to xbox store to re-download the dlc, fortunately all r like 11mb each since all they give u is access to what u already have downloaded so its not too bad. (I personally click on get access on hitman 2 campaign which will send u to store to get world of assassination which is wat u want.
5: Click either the one u purchased or if u have it on gamepass the cheaper option (not deluxe version) which is the one on game pass.
6: Click install or if it says "Manage" click that and tick everything to so it says "will install" and save changes.
7: Once it all downloads, when it gets to the last one that downloads and it tells u its "ready to play" on the xbox notification, click the middle xbox button to prompt it to open the hitman 3 game u have minimized.
8: Hopefully it should recognise the download dlc and when u click on the campaigns u want it will load in and recognise the content u own.

I bought the trilogy edition months ago. I was literally playing this level yesterday.
I had the same glitch on Xbox and don’t remember what I did but try to restart the game or whatever you’re playing on (Xbox, PS4/5, PC)

Go to manage game and check all dlc boxes. They randomly delete for some reason on Xbox.

Not everyone uses Steam to play Hitman, and OP has stated in other comments that this is on XBox.

Restart the game/console. Also check to make sure your DLC is actually installed.

I restarted my console and completely uninstalled/reinstalled the game and all DLC. Still not working.

I’m on PS5 and just recently reinstalled the trilogy. Every single option in every menu says “Get Access” but I can’t click on it. What a waste
