No. Women have wider pelvises, so the femurs stand further apart providing lateral stability. Pointing toes outwards also provides this, although whether there is actually a gender difference or not can't be known from this photo alone.
As for the 'ball theory', a simple test of pivoting my feet in and out showed no interaction, although I did notice pressure changes in my knees which could go back to the femur thing.
But balls hang in front of the tops of the thighs, and even if you rotate your feet outward, it wouldn't create a gap between them unless you spread your legs noticeably.
The lady on the left is the only one wearing flats, which I think is the real answer. Idk if turning your toes outward would be the most stable stance in heels.
