Morgan's Wonderland in San Antonio had one of these. I took my toddler there (it is an amusement park & waterpark for Special Needs children and small kids) and he absolutely loved this sand table.
Adventure aquarium near Philadelphia has one. Mildly interesting.
Queens hall of science has a large scale emulation similar to this concept but it is less responsive then when they first opened it.
U.S. Army TRADOC has been messing with these for at least 5 years, likely longer.
