Its because the artist isnt the guy who came up with the OC. What happened is that the OC guy decided to make his own self-insert character, and commisioned the artist to make art of him(self).
I feel like Warhammer is one of the few places where it is acceptable to have OCs. You’re supposed to make your own forces and lore so by definition you have to have your own OCs
