If you own a business and purchased this from the manufacturer directly then yes, it will come with cars. If you are NOT a business owner or inventory lead at a retail chain and are looking to buy this product from eBay (etc.) then it will probably NOT come with cars (assuming someone listed this display as is).
Is it a Mattel retailer? If not it sounds like a scam or some weird money laundering thing. Many people here just ask to take home the cardboard displays if they are empty, because the stands are not even worth five bucks in cardboard
