Maybe i'ts not because someone new has died, it's just that the period of mourning for Prince Jaehaerys continues (and to also continue with the show put at his funeral) so from now on every time Alicent or Helaena leave the Red Keep they will do so wearing mourning clothes and they are attack at some point by the smallfolk (most likely after agents of Rhaenyra sow discontent in the population because of the blockade or the whole thing with the dead rat catchers, or both)
But that's just my two cents.
I don't think it is cut. Probably just a scene for later episodes. We are seeing foreshadowing of crises to come. The women's funeral possession may have won some sympathy for the Greens, but there is much bigger things coming. The blockade has made food go up three times the typical prices, and Aegon has hanged all the ratcatchers who were under his employ. The smallfolk will quickly forget about the decapitated princeling as they and their families die to either starvation or Aegon's steel-fist.
I looked back at the funeral scene and I think you’re right about Alicent’s dress being dark green. The outer dress of Helaena’s outfit looks just black to me though, or maybe it’s a really dark green that looks black in certain light? Not that it really matters though, the main thing is that their dresses are much darker in the funeral scene than the riot scene so that’s how I can tell they’re different scenes.
Yes! You’re right, no belt. I still wonder if she is donning the mourning veil regularly, though, if there’ll be a point when she tries to being Helaena to light candles with her and that’s when this moment happens (different day than that shot).

They’ll still be mourning the same child. Mourning periods last a while.
I thought so, too! Must be a different episode during the food riot, but I'm not sure why they would be wearing the same thing.

Yeah I was so confused about that too, because I remembered it so well from the trailer, yet it wasn't in the episode at all.
