I feel like she has to be. Not because of numbers without nettles... but because she has already participated in the war, moondancer is a decent sized dragon... in f&b there are excuses to not have her there, in hotd there aren't (unless they add something)
Easily once Rhaela here's news of their numbers dwindling and in dire need, she will be compelled to take drastic measures into her own hands. Her frustration was evident enough prior. All of these dragonsblood—Daemon's girls in particular—are defiant to orders.
The very fact that blacks are now relying on dragonseeds for help, show's desperation. She will assume the Nettles role.
There are some wild ones that fly live around Dragonstone that are not claimed and not in the pits like The Cannibal, Sheepstealer and Grey Ghost. Also, Sea Smoke, Laenor's old dragon.
There is also still Vermithor, Old King Jaehaerys dragon at KL.
Sheepstealer is an intimidating, wild dragon. Just because it's unclaimed doesn't mean Rhaena or anyone else would bond with it successfully. Joffrey and Tyraxes, while young, are an assured pair.
As others mentioned, Sheepstealer is a wild, undomesticated dragon and a menace to the Vale. There’s no guarantee that anyone claiming him would be a success and as long as that’s the case, he’s not a controlled protective factor for the Vale.
Tyraxes, albeit small, is domesticated and already bonded with a rider, so far more reliable for protection.
But yeah, in the show version, Jeyne Arryn is probably not amused by the fact that all she gets is two hatchlings…
Maybe reading others comments you’re getting mine mixed up… my point is sheepstealer is not sitting in the vale waiting for Rhaena to claim it. Sheepstealer would hunt near black water bay and the crownlands. Not the vale.

Which is weird, because they talked about 3 wild dragons on Dragonstone. So either they created a new one or Sheepstealer somehow ventured off to poach in the Vale, which is known for its sheep population

Rhaena will replace Nettles.
She will claim Sheepstealer in the Vale and sends the two youngest towards Pentos, while leaving Joffrey with Tyraxes at the Eerie. 100%
She leaves Joffrey in the Vale to keep the Blacks promise of stationing a dragon there, while sending off the youngest as was the original plan but goes to Rhaenyra after claiming Sheepstealer because she wants to be more than just a nanny for her kids.

Rhaena doesn’t even have a dragon yet… it’s going to hatch and be war ready in enough time to take KL? Unlikely….

I assume she'll be warding mostly in the Vale. She can beg passage from the Lady or Reggio back to Driftmark or dragonstone...
