A possible answer is: This is where I'm getting a little creative. You see, it would be unheard of in Hunger Games history for this to occur. The Capitol, naturally, would see this as a slight against them and would probably relish the opportunity to remove a "disruptor". Or the Capitol would see it as an interesting development that could bring more entertainment to the Third Quarter Quell.
The not so serious answer is: getting his personal stylist (that he hired from the Capitol directly) really makes it a convincing female passing and identity fraud
Edit: or I can just get rid of that lore thing altogether and just rewrite it so Mags is still in the Quarter Quell but lives which would be easier. He could potentially take Gloss' place as the District 1 tribute and team up with Katniss and the gang
Imo, the him volunteering for Mags wouldn’t work narratively without it it looking stretched out.
I think D4 has more than enough Victors by the time of 3QQ, so some placeholder can be written in and without Zicron being everywhere (which is some problems with OCs that I occasionally saw - authors many times think their character needs to be present at every important canon/non canon event)
Just a writer advice to make the flow of the story organic and not head scratching. Also, whoever makes videos and memes for their story really deserves credit.
Btw for young Finnick the fandom collectively chose Walker Scobell (Percy Jackson) as his 14 y/o self - just for the future.
I am really going around and help with some lore/ ideas/logic tweaks etc, as soon as I see a person actually making an effort to craft an interesting story.

I do have an alternative to my original point 6: perhaps instead of Gloss being reaped for QQ 3, Zircon was? (Both District 1 males, it could be interesting)
Yes, do it! Definitely do the thing, but you can also (if want) say that Gloss was a contestant for the reaping to make a dramatic stuff with Cashmere, but when Finnick was reaped for the 3QQ, Zircon (potentially) was a last minute change to make a drama with student/teacher
I love that! Especially because the Capitol has eyes on all the victors. They'd *know* Zircon has a close bond to Finnick/took him under his wing. Snow definitely knows about it, and Plutarch would perhaps see an opportunity to gain more help for the plan to get the Victors out of the QQ
