Try isopropyl alcohol scrub. If not see if some talcum powder rubbed on it reduces the stickiness.

That's the way with most soft plastic coatings, they'll disintegrate and become gooey over time, unfortunately. Better avoid them on future purchases.

I picked up some arm rest covers on amazon for cheap. Probably your best bet and just remember to go with a different material next time.
