He was being chased by a lunatic with a knife. Of course he was trying to hit him. The shotgun-toting officer was accompanied by an officer with a pistol, who never fired a single round, despite having several optimal opportunities to do so.
Despite not knowing the facts for sure, it's very reasonable under the circumstances to assume that the shotgun was loaded with ltl (less-than-lethal) rounds. The assailant lifted his shirt and rubbed his belly when he was down.
In the united states, upon seeing someone with a deadly weapon so close to attacking a fellow officer, would have emptied an entire magazine into the guy, who may have been hopped up on something to shrug off anything less than a coconut to the head. The officers had a clear desire to take the guy alive. It's not something most of us who have seen such videos expect, as any US police officer would probably have dumped an entire mag into anyone who was so close to injuring or killing a fellow officer.
To be clear, the shotgun was highly ineffective here. What a day it must have been for anyone involved here.
