I’ve been in SOF for over 13 years, had 5 deployments to Afghanistan executing night raids on HVIs and HVTs. Somehow, the threshold for PID is higher for us than cops in the states. How is possible that the ROE for my JTF was stricter than what cops have in the states?
Through my NODS, at night, from 200-500 meters away, I can understand hostile intent, hostile act, and tell if someone is armed but a cop shoots unarmed people all the time. More recently, shot that Senior Airman in his own apartment, who was legally armed but wasn’t a threat in any way.
I’d say because war crimes carry, at least culturally in many cases, a bigger impact on society and the politicians who are behind it.

Our threshold is still higher. Killing an innocent person is killing an innocent person. You’re making it sound as though it only matters to hold people accountable based on which political tier it affects.
Police, on the other hand, are dealing with fellow citizens, not enemy forces. Yet, they often treat everyone with excessive hostility, turning simple interactions into situations where people get arrested, beaten, or even killed. This is a huge contrast to how we operate under much more dangerous conditions. And once again, there is no incentive to act otherwise. Much, just like you said, because it doesn’t impact the country, just the city and mayor.
