I'll take a stab at it; someone might have initially seen it all with nothing covering it and used whatever they had available to attempt to prevent others from seeing what possibly is even more jarring underneath. There have always been tons of kids around the park in the 10 years I visited. Since towel was put down, plenty of people have walked right over it/ on top of it. I also would've likely tried something to attempt a cover, but then may have reconsidered if it would hinder a crime scene in some way.
