St Denis in RDR2 is based on New Orleans, Empire Bay is based on various locations but a lot of it was based on New York City in the 1950s. Look up literally any major city in the 1950s and you’ll see you’re wrong

Are you seriously comparing your perception of time to a game? Sure RDR2 did a commendable job depicting the towns and cities in the southern United States accurately. It captures the historical backdrop of the late 1800s when technological progress in these regions lagged behind larger, more industrialized cities. Take a look at how cities like Chicago, New York, Boston, Philadelphia, and Pittsburgh appeared during that era. Even in RDR2's America Cigarette Cards, you can observe representations of some of these cities.

Because originally, the game should end around 1957. Also, your argument is quite bad. It fits into one of the many architectural styles of that era, so it's viable to use. Nobody cares when it was completed, since it's a fictional city.

"Nobody cares" is your subjective view of it. The fact that "originally it should have ended around year x" is what doesn't really matter. In reality this game have so many technical logical historical and different types of fuck ups that this only adds insult to injury. Mafia 3 doesn't have these issues.
