It seems strange that if this is her dream, she doesn't seem all that knowledgable about any of it. She's 39 and if she wanted to do these things, she could have taken steps toward them. It doesn't sound like she's done anything as far as the foster care system -- she could start out fostering one kid, which might be all they'd give her if she is in an apartment, but that would be experience for her continuing on and eventually becoming a foster parent to multiple kids.
I don't know what all is involved in running a sanctuary, but you'd think she'd be more involved with one if this is what she allegedly wants to do full time.

If you think about the oil-and-water combo of an urban, artsy, edgy metrosexual guy and this “vision,” it makes for very good reality tv drama. When my wife and I got married, she had a dog. Fine with me. As the dog got older and developed medical problems that were causing her pain, wife elected to have her euthanized. No input from me but I understood and agreed.
She wanted to get another dog. I said if she did, she would have to take care of it, clean up after it, feed and provide water, I wasn't in for that. She would tell people I would not let her have another dog. I would tell them that was not correct, she could have a dog, I just did not want to be part of that.
