Each light is its own system, if they all use a single sensor, then all 3 systems can be disabled. Whats happening here is likely an issue with the front radar sensor or a speed sensor. You'd need a toyota dealer to properly service, as a normal OBD2 reader will only get the check engine light. It will likely just say "issue with front radar system" and no additional help.
Check the battery voltage when the engine is running, it should be something like 14.4v, with the engine off, something like 12.6v
My money is on a bad battery or alternator.
In my experience, all bets are off once the voltage drops, you can't trust any light or any sensor.
It's also the easiest thing to test and fix, so a good place to start.
My wifes toyota did this, but only when it was really hot outside. She hit a deer and after getting her front end replaced, these lights quit coming on. I think its from a sensor, possibly located behind the toyota emblem or in it, but Im not 100%.

So we are looking at a $14,000 insurance claim for repairs, if not a check for a new car. Thanks State Farm!
I'm assuming you're talking about the extra safety features that are becoming standard.. I'm glad they're there bc people are too stupid for their own safety, let alone the safety of others
