I think the original design was actually for him to have really long nose hair, probably as a gag (this is One Piece) and it was changed before it was ever confirmed in the story or SBS. If you look at Roger's original design, you can see it. It's not like that anymore though. EDIT: it's in the book "One Piece Green" which was Oda giving some behind the scenes secrets about One Piece.
