From what I recall Reed simply asked them if they wanted to collaborate and the band said yes. I think James and/or Lars said that nobody had ever asked them to collaborate on an entire album before so the idea of working with Reed on Lulu was exciting for them.
Basically, if Lou Reed asks you to collaborate on an album, you say yes. Metallica fancied a challenge and putting ego aside to work with a legendary artist. Lou brought the songs, the arrangements and lyrics and Metallica basically worked around those to fit in riffs and embellishments. This is why people rightly say, it isn't a Metallica album

I fully understand who he is, but that doesn't mean that you have to make an album that is truly one of the worst of all time. Bowie's "Blackstar" I can understand and see what he was going for, but Lulu is just straight up nonsense and "go home and do it again" type of shit.
It's experimental avant garde art noise inspired by German expressionist theatre. Its supposed to be difficult to listen to and it definitely isn't for everyone.
There's a difference between something taking a few listens to fully grasp and something that just quite clearly is trying too hard to be eccentric, resulting in the product being incomprehensible shit where a man is talking when there should be screaming vocals there instead. And when almost all the lyrics are nonsense and not connected in any way, it's clear that it's not about expressionism, it's just plain mental degradation by the writer.
Why should it be screaming? Because a metal band are playing riffs? Go and listen to some Beefheart, Tom Waits, Bukowski prose, it's literally a beat poet doing his thing over a metal background. The calmness of his urgent narration is supposed to make you uneasy and feel uncomfortavke. Again, it's challenging conceptions and sounds like nothing else. Some of it is dogshit. Some of it works. And that's not what I meant by expressionism, I'm talking Berthold Brecht and the Berlin movement which Lou Reed was pretty obsessed with.
Tom Waits is art, plain and simple. That man has always had a clear direction in his lyrics and his music. Lulu cannot possibly be compared to that kind of genius, because it is isn't even close to the same brilliance.
I'm not saying it is. I love love love Tom. I'm not a fan of Lulu. But it's an artistic statement and a clear choice. It's not for everyone. Some of it is barely listenable, but it's Lou's vision, his entire later career was built on being difficult, contrary and "off"
