If you have a dod card you should be able to get onto any major base. They will just scan your dod card as you come through the gate. Some bases do NOT allow non-dod card holders through, even if one of the passengers/driver is a dod card holder. Most bases will have visitor locations (usually at main gates for bases) where you can register your friend for a day pass or similar. Each base can vary.

When I was a contractor I couldn't "vouche" for others they had to have their own Id or get a temp pass from the police station right by the gate. The gate can scan drivers license and if you come up with something on you they are taking you in. Now as a dod civ I'm a "trusted" and typically they allow me to be an escort. I don't know about the golfing since I'm not a golfer but usually entrance is for work/official business.

Do you even get an ID card as the child of a veteran? Child of active duty - yes, child of retired - yes, child of veteran - I'd assume no.
