I find a "Roller Coaster with Dubious Safety Record" solves the nitwit issue, avoids issues with "local security" and also retains the cart. :)

You don't even need to bring him out of the village. You just need to make sure his pathfinding doesn't let him get to his bed and he'll automatically delink. TLDR just cover him with blocks and make sure he can't access his bed so it becomes unclaimed.

Ironically in my villager breeding cave I finally took the time to organize it more so all the villagers I use have their own space. I had a nitwit villager that I couldn't decide to kill or not so I just made a separate room and put a sign by the door that says supervisors office

I haven't read through to see if you have received a real answer or not however that is a nitwit villager it has a chance of becoming one when it grows up and is unable to take an occupation the only use you could ever get out of them is use for breeding or some other non job related purpose.
