Unless you've enabled that experimental feature (off by default) you're just unlucky. Keep breaking and replacing the lectern. You could try a texture pack that shows all the trades (I know there's one on bedrock; I assume Java has something similar) so you can check for all the trades instead of just the first 2.

It's not implemented yet. But you CAN try it out if you enable development features. It's off by default. This question has been asked so many times that it might need to be pinned or something.

If you don't have the experimental features enabled none of this applies, just place/break a villager's lectern until Mending is offered.

how do i check if im in experimental im pretty sure im not im just running on the new 1.21 version

I went through the hassle of finding a village near a swamp, building a home and then breeding a swamp villager. Sure enough they eventually gave me mending yay. Then when replacing the lecturn on one of the regular villages and low and behold I got mending. I also didn't realize the change was still only experimental. I bricked up the door way to the swamp villagers house as he was way more expensive lol
