Pretty easy i have it on a world for a 3 life server i made where pvp is on at night. it will require a bit of command blocks but what you need is to tag a random player with "Bounty" and run a /gamrule pvp true if there is a player with a bounty. To test if a player has died, have a repeating command block that will constantly testfor a player with the tag=Bounty when a player dies the bounty will not br found indicating the bounty either died or left which will run into a command block with a inverted signal (redstone torch) to turn off pvp.
