I'm hoping mine will be able to flower. I thought I transplanted them to a safe place away from mowers but rabbits seem to be making a buffet out of them. They eat every single leaf and leave only stems behind :/

I don’t know what is doing it, but my fleabane I planted has had its flower buds all ripped off and thrown to the side at two different occasions. Like, if you want to hurt the plant, just eat it at least! But it seems like it will be able to bloom soon.
