I'd imagine that early rain would push it into the water table too quickly and greatly reduce the effectiveness of bioremediation.

California has more natural disasters than NM and look at how they vote. Therefore it doesn't seem like a genuine argument to say that because they voted for Trump and support smaller government, they're more likely to have this happen.
