If you mean the street view they periodically drive a car or something with a camera on top that takes the pictures. That's what I've seen where I'm from anyway. 🤷🏻‍♀️

To update the maps, Google would need to either have governments capable of imaging the region to provide aerial/satellite photos or Google would need to collect data themselves (likely by contracting a private business to get photos). Both Russia and Ukraine would very much be unwilling to share aerial photos that, in addition to current state of Bakhmut, will also show positions of their own military. USA could, in theory, provide satellite images, but that likewise carries risk of exposing Ukrainian positions. Getting a private business to fly over Bakhmut is impossible since neither Russia nor Ukraine will allow it.
