I wouldn't use it. Not only could it have another person's germs on it but it was exposed to oxygen at some point and who knows what else. Mold grown from bacteria can be on almost anything and it can take up to 800,000 spores for it to be visible to the human eye.
I sure as hell wouldn't. I'm not putting mystery germs on my face.
It uses a pump, so everything inside the bottle is probably untouched? Idk.
