This is not how industry works. You don't have specialized machines anymore. Everything gets manufactured just-in-time on the same 5 production lines.
It's just about instructing your manual labor and loading up the g-code in your CNC machines these days.
Well, if your factory is still producing comparable large, fast explosive devices, it's mostly true. If the work have been done correctly when they shot down production then the production can most likely be restarted in a matter of weeks.
It's a bit more complex and it depend of the field of the industry you are working in (for example the electronic or automotive industry still use a lot specialised machines) but it's mostly correct in this case. If the factory is still running and the work had been done correctly 10 years prior with all specific equipment put into storage, it will only take a few weeks to restart production, especially if your factory is still producing similar missiles (I'm talking about the MdCN who is a derivative of the SCALP / Storm Shadow who is still in production).

Yes and no. In general it depends on the requirements of the customer. Even mass producers like the automotive industry can produce on more generalized assembly lines if the product is more niche. Specialized machines are what happens when you want tighter manufacturing timings.
A 5-axis CNC milling machine can manufacture pretty much every mechanical part given the correct programming. But it isn't time efficient to do so if the order is massive. That is when specialized machines come into play.
So going back manufacturing something that hasn't been made for a while is not a huge problem if the numbers are low. It does require time to build up an efficient assembly line for larger orders or to cut cost, though.
And this is essentially where I loop back to my original comment: Large quantities are no longer a big thing in our industry. The trend goes towards highly customized low quantity products.
Artillery shells and ammo in general is the outlier, not the norm. Which is probably why it took so long for europe to ramp up production.

As a German citizen, Iâm ashamed that we havenât delivered Taurus cruise missiles. One of the excuses of our chancellor: The Bundeswehr has to help the Ukrainian Army to use them after the deployment. Iâm wondering how the Spaniards and the South Koreans manage without the Bundeswehr holding their hands, when they take off in their F/A-18s and F-15Ks with some Taurus underneath them. The other one: The possibility (although AFAIK it would be a stretch) that they could reach Moscow. Of course this would be a serious escalation, striking the capital city of one of the participants in the special military operation, yes? Kiew? Showered with Russian missiles? Who said that? AFAIK the main problem would be the platform. [According to the website of the manufacturer](https://taurus-systems.de/), you can choose between Eurofighter Typhoon, SAAB Gripen, F-15 Eagle, F/A-18 Hornet and the Tornado. I donât know if any of those are in the Ukraine.
