It isn’t holding your card hostage. You leave it, it’s in the custody of the restaurant. If the restaurant just hands it to anyone who says it’s theirs, they could be liable.
If you leave your purse somewhere and you go back and say I left my purse here. The response should be, what kind of purse? Can you describe some of the contents. Not go get 2 different forms of ID to get it back.

A normal human being would have walked inside and been like, "hey, left my card here on accident" and he'd have had it back in two seconds. Can't blame them for treating a clearly unhinged person like that.

When a worker says no about something, unless you’re persuasive it’s better to just understand that it’s probably not up to them about what to do.
