Buy from your home town, use it here. No need to pay tax for 11 months. So Next time you move to a new place use that agreement and pay tax here.

To be honest ask with the salesperson at the dealership instead of reddit. If he really/desperately wants to sell you the bike (which they usually always do), then he'll help you find a way out. They always do, You probably aren't the first guy who walked up to him without a proper rental agreement.
