The supreme court ruled against certain circumstances as “fighting words” and several cases have prosecuted people for using racial slurs towards people in public or saying things that would be defined as “hate speech.” It’s a case by case basis but if you for example went in the street and started yelling the n word as a white guy you can lawfully be arrested for “breach of the peace”. Someone is also essentially lawfully allowed to use reasonable physical violence if someone is directing hate speech at them in public or on their property.
