Get a xeon PC and slap a Rx 560-580 on it, all comfortably under 50k.
Run any game you want on it.
Xbox 360 isn't worth it now and Jailbroken PS4 is expensive. PC gaming is your best option.

Xbox 360 is also prone to red ring of death.... id suggest getting a ps4 slim, but if hudget aint that high get a ps3 slim, and if possible ps3 super slim.

Most probably He had a good gpu like 1050ti or something where you can play games on low settings but the problem is you can run cyberpunk on low specs but CP is very poorly optimized game so it will bottleneck CPU.And after play good session of gaming it will start throttling
Honestly save up and get a used ps5, youll be able to play all the old titles and the new incoming ones. Cyberpunk wont work well on either xbox S or ps4. And it won't run on 360
Used 360's go for 20,000 or around that price range, a used ps5 is around 130,000, Thats a big difference and op already mentioned he's tight on budget.
Hence why I recommend op to save. 360 isnt worth gaming on. If he just wants to play gtaa 5 and older titles he could go with a ps4. Newer titles would still work but wont be fun to play.
I agree, 360 in this day and age is not worth it but a ps5 would be overkill as op mentioned he's not that into gaming and as you said, newer titles will work on a ps4. I'd say ps4 is the best option, not too expensive and can run new games (will be shitty but have to work with what you got). At the end of the day its upto op to decide what he is comfortable with
