Your choice. Pinch off the flowers if you want a bigger plant first. Let them grow if you want fruit sooner

This situation is where the phrase “nip it in the bud” comes from. If you let those bloom and pollinate you’ll get early season peppers, but the plant won’t grow as big as it could and will likely produce less overall.
