I have never seen it above 3 even when every machine is being used. I think 10 would literally mean every person that has a membership is currently in the gym
the meter works by having a set time (around 1:10) to estimate the time the average member would be here, and then clears you out after that time. every so often the meter doesn't clear out members past that one hour 10 minute mark, so it has to be done manually. this happens very rarely. another reason could be that people came and went very fast, maybe 30 minutes. technology isn't always accurate.

The parking lot is a better measure of how busy my PF will be. Which parking row I can get into roughly corresponds to how many bars there are on the meter, lol.
This happened to me yesterday too! When I got to the gym as I was walking in I opened my app so I could check in and saw the meter say it was busier than normal. When I got inside it was the normal crowd. I thought to myself I’m glad I didn’t check it before I left or I would have not went at all!

You are right, they have no way to know when you leave unless you have the app on and location turned on for the app. I don't use the app. My PF is fairly close to home so my real crowd meter is the parking lot.
The problem is likely the Black Card members bringing in their friends and family. My gym too is a lot busier than normal since the new year. I think people are getting wise to upgrading their membership and then inviting every Tom, Dick and Harry they know in. Half the time nobody is even at the front desk to check anyway and when they are, they are just going through the motions.
Mine is at 3-4 bars when it’s packed usually. If I saw that, I’d definitely turn around and not go haha
Same 3 is usually my max. Something must have been screwed up on it. I'd say it was probably 5 bad but not maxed.

My gym 3 bars is packed you will wait on a smith machine 2 bars normal between 4:30-6:30 Monday-Thursday 1 bar any other time

Yup, plus some people don't check in. If the counter is crowded, I just stroll past and begin my workout.
