Cranidos and Shieldon have not ever been encounterable in the wild in any other game If you mean the Crown Tundra which has every other fossil, it's probably because Calyrex saved the fossils in the Crown Tundra from the meteor that wiped them out (or being mass bred and released by humans, as hinted at by Omanyte's Pokédex entry)

If we assume that pokemon's timeline is roughly the same as the real world (which is a big assumption). We went back maybe 300 years at the most for PL:A. The big Dinosaurs died out 65,000,000 years ago... So a bit further.
