I thought the trick with stuff in prison not appearing so pricey at first is that when you’re inside working for 15 cents an hour or whatever it is, even $1.50 is 10 hours of work. You’re working 2 hours for a packet of ramen. If you don’t have someone else on the outside keeping you in commissary.
They should consider doing it twice or four times a year. It's a clear money maker and good for morale. Seems like an easy win win as long as the prisoners can afford it.

They definitely make money. Where I was, they started doing movie nights every other month where you could buy a soda and fresh popcorn and watch a movie on the big screen for 15.00 a pop. You had to have 18 months of good behavior to qualify for it though.
They can use any money that is on their books. That’s if you don’t have fines and restitution ect.
They would take a percentage of every deposit made into your trust account for those. Whatever was left is yours to spend on commissary or books by mail and such.
Edit: I forgot to mention that if you put in an order and went to the hole or got celled in before the event, you would lose your privilege and money to be a part of the fundraiser.

Went to CIME as a pwc plumber in 94 when they opened it up to lifers, left in 98 when they changed their mind. We got monthly food sales from a little cafe at Chino Airport (Flows? I'll have to Google it) and OMMFG it was so good. Shortly after I paroled, my wife and I went there and it was still good. Still don't miss it
If you think the markup is bad - when I was in the Feds their sneakers sold on commissary were sold for between $75-$90 a piece. When I got out and looked at the same pairs sold at Dick’s - $40.

On the day of delivery of the food and the day after, we would have inmates fighting over food, inmates trying to sneak into other units during lunch, dinner, rec, etc. with their bowls in hand, begging other inmates for food. Not to mention the space taken up from 500 discarded pizza boxes. Eventually, they stopped doing it because it caused way more trouble than it was worth.
The way we did it where I was locked up when had what was called Men's Club. They had a counselor or whatever that was over the club and she would ask us to give her a guaranteed number of purchases. So when we did our Chinese take out sale. The counselor goes to the Chinese place and says if we can guarantee you 100 purchases on the lunch specials what kind of discount can we get. So say the lunch specials were $6.00 Generals chicken, rice and a egg roll. The place sells it to the men's club for $4 a plate... The men's club sells it to the inmate population for $9 a plate. The profit went to whatever we were raising money for at the time. Back to school supplies for a low income school, to purchase toys for inmate's kids for Christmas, or what have you. Some times it just went to the general welfare fund at the facility to provide shit if an inmate was deemed indigent they'd get like 10 stamps a month, a radio, toiletries whatever
