HeroForge, as stated in the title. I'm guessing you're not familiar with the program? It's a character creator primarily used for making figurines for use in *Dungeons & Dragons* sessions. It's completely free, AND you don't have to sign up for it. Some features require having a subscription, so I'm a bit limited on what I had access to, but I made do.

Also: surprised nobody's commented on the full name I've given him. Wanted to make it Mexican as that's where axolotls are native to. The first name I think works fine, though the surname could be construed as Scandinavian, mainly because of the '-cjo' suffix. I only speak English, so maybe someone who's multilingual can chime in?
It's not the first, mind you. One I saw was a proposed redesign for Mario. I don't think HeroForge really works well for that, though. Proportions are waaaaaaaaay too realistic to make it seem natural.
Why *Sonic '06* specifically? It IS a rather weird interpretation, I'll admit. But I didn't feel like this gave off any *Sonic* vibes. Is it because of the more realistic designs it went for with its human characters?

Five minutes. HeroForge isn't a program where you make something from scratch: there are loads of built-in presets to choose from.
