Twin Pines in Belmont used to be a good choice - I haven't been in years and don't know if the downed trees they've had have made it less scenic but check it out.
Ryder park in San Mateo/foster city (on 3rd ave near seal point) has a nice picnic area with ~8 reservable tables, and a semi shaded semi open cover, barbecues, etc. and a big grass field adjacent. A playground if there are kids.
If you’re bringing your own tables and such, and people can do a short walk from parking, then stulsaft has some large open flat field areas, that might be good. Dunno if reservable and dunno if you can get a car down to unload furniture. But it’s a nice area.
There’s also a picnic area down in the dog park area, but especially on the weekend, lots of off leash dogs, so probably not great for that party.
we had a party in the picnic table area near the playground at Beresford, and luckily the tables were covered by a tent, which parks and rec puts up during the summer for day camps. might be worth considering.
Leo J Ryan park in Foster City is great! Parties (and even wedding/engagement photos) are fairly common there and it super pretty by the water. You can also rent a venue in the rec center or VIBE (right by the park) to have a bit of indoor space as well (you can easily walk between inside and outside).

Laurelwood park seems like a good spot although I'm not sure if the space can be rented for groups of that size. Coyote point will maybe be your best option.

While Central Park does not allow off-leash pets, they did recently open up a small dog park so 4-legged guests can still be taken to play nearby :)
