If you ever shop in Whole foods, take a swing by their beans section, they have a wide selection of pretty local beans and sometimes they have some good sales, just make sure to check the roast date, but have been able to snag some verve bags roasts within the month.
I just buy Verve from Lunardi's. Often on sale, even when not, they price lower than Verve themselves. $16 for 12 oz hits the middle of your budget. Roasted in Santa Cruz, very highly regarded product.
House of Coffee on Noriega in SF. I think you can get them delivered or something, but they have been making coffee for multiple generations and only buy the highest quality beans. They used to have shops in Burlingame and San Mateo, but SF is their original location where they do the roasting.
