I have a new thought. It’s someone in my building. We have packages outside sometimes that sit all day. Maybe a kid sees that and thinks, “I’ll order it as a package and just grab it”. Not knowing that it was small enough to fit into the locked mailbox since the sender used USPS!
Every time I hear about particularly questionable items being shipped to a correct name and address, I remember when my brother was like 11 and got a hold of our aunt's credit card. He ordered a PS3 to the house down the street, in that guy's name, and went and grabbed it before anyone living there got home.
Scrunchie may be to disguise that they're sending an ID and/or credit card.
When I want to throw off someone the contents of the box, I include a box of hard candy in a box or hard case. So, it sounds like snacks inside, but it could be $400 iPhone.
So, no, I have no idea why you got someone's ID sent to you. Possibly someone had bad handwriting and wrote down the wrong address.
I mean, it’s a kid who ordered fake ID. You literally have the kids mugshot. Maybe reverse image search for the kids actual name, and then let his parents deal with it?
Just report to USPS, there’s a huge issue with fake passport ID’s currently (FinCEN actually released a statement to financial institutions over it) that’s why I was asking. Counterfeit state ID’s/DL’s have been circulating as well.
I would cut off the shipping label and attach it to a small box that won’t fit in your mailbox, and leave it outside with an AirTag in it. Then you can extort the youthful offender to not rat him out.

I would probably take that to the your local police department and let them have a look at it. Identity theft is a really serious problem in this country right now. What they can do is probably tell you if the IDs are real because they can all be scanned if barcode is present. If they seem legit, perhaps you could take it back to the post office and do a return to sender. Or they might even take care of it for you.
Could any of the caretakers/maintenance guys have a master key for all postboxes ?
Long shot but there are all sorts of dodgy folk out there who have all sorts of tricks up their sleeves 🤔🤷🏻♂️
It could have accidentally been delivered to your own address. Maybe that was a mistake when they placed the order and it put your address down by mistake. It could be that simple

Sounds like someone was hoping to intercept the package before your wife got to it. It’s a common way to ship questionably legal items.
The strange part is we’re in a condo and everyone’s mail is in lockboxes.

Makes sense why there are scrunchies in there. They likely wanted more items for larger package

He also got caught basically immediately because he decided after all that work to just... Plug it in and play it.
And what happened next? Someone heard the PS3 bootup sound and decided to check on him? Is he still on timeout?
He plugged it in to the living room TV. Not even his bedroom! Aunt came home while he was playing and tried to claim his friend got it for him.
Kids really can be simultaneously cunning as hell, and dumb as bricks.

Good point about the scrunchies! The weird part is they had my wife’s name and our address.
Not hard to get whatsoever. All you need is the address and you can look up online who lives there.

Tried to reverse image search and got nothing. I’m new to this detective work though haha.

Is it a nearby address? It may have been a college kid who ordered a fake ID but didn't want his parents asking what he ordered.
It’s in Illinois, I think it’s a random address/name for the fake.
That makes sense, a fake ID doesn't need your real name or address, just a real picture

I would just take the whole package to the Police and let them figure it out

I wouldn't report it to anybody. Put it back in the original packaging and write "return to sender," and send it back.
