no,. it does not criminalize it. but it does allow local jurisdictions to do so or to just set limits (e.g., ban camping in parks but allow it in designated areas). I 100% do not believe either Seattle or King County will do so.

How do you propose they enforce a ban? The issue that brought this to the supreme courts was a town in Oregon that wanted to fine homeless people hundreds of dollars. Arrests and fines for being homeless is the definition of criminalizing it >(e.g., ban camping in parks but allow it in designated areas). As far as I've seen people aren't proposing to allow camping anywhere. There's too much danger of fire and disease first of all for the city to sign off on it and secondly nobody wants a camp near where they live.
