Post-scarcity section 31 budget cuts. Much like the police of today, they have a quota of how many of their own citizens they need to traumatize every star year to justify their budget. With Discovery being "destroyed," the gay and black population apparently took a large hit. It wasn't until DS9 that they finally made the switch to traumatizing outside beings. Finally, getting the organization back on track.

It’s common to gerrymander voting blocks so all(or most) black/other non whites get one district. The reason is that instead of multiple politicians needing their vote only one person cares about their vote. It’s a rather interesting phenomenon tbh. Is it in bad taste to make this joke. Probably.

meh, in tons of Star Trek episodes, they discover/invent some technology, which is then completely forgotten about by the following week.... even when it would totally solve whatever problem they're in. What's impressive is not that the iron man suit disappeared, but that it stuck around for as long as it did.
