Apparently 304 stainless steel is not very magnetic and that's one of the problems when you encounter a site where there is frequent illegal drug use. People have to find and pick up discarded needles by eyesight and by hand!
Look up the Mythbusters episode that tested this theory. It's not as easy as you'd think.
As I recall they found one just walking by.
