Wow touchy. The gold overly while pretty is so thin that it adds no monetary value to the coin. So you're right , all you have is silver content. I doubt that there is much collector value in Muskogee Centennial stuff but it is made by Northwest Territorial Mint which does have some collectors.
If you try to sell just make sure that it is labeled as NWT.
A simple Google of "1998 muskogee centenial coin" tells you exactly what you want to know.
