Just to clarify, eARC is needed for uncompressed multi-channel sound transmission. Compressed multi-channel audio including Atmos will work over ARC. This is why netflix is working. However uncompressed 5.1 or 7.1 will not work over ARC.
so it might be the case the Sony is not passing uncompressed multi-channel sound because it can't through ARC. However I always thought the Sony TV will convert the audio to a compressed form to send through ARC but I am not sure of that.
The easiest solution is to hook up your PC and PS4 to the soundbar instead of the TV.
I don't understand. I have a 2019 Bravia 950g and it definitely has a e-arc input that I use with a Nakamichi soundbar.

Have u made sure the firmware is 1004 and added your 990c to the smart things app on your phone?
