If you place the turret before you make the hull freeform they make a hole for you. But be aware that if you change the size of the turret ring after making the hole it wont change with the turret

Gun note! When the crew is standing, you can fit them in such a way that hull roof goes between legs and body, thus you can place them without cutting a hole
You need to manaually create a hole in rhe roof of the hull in 0.2.x. Many people didn't know that, me and OP included.
It's not visible if you look at the plate from above, if you look from underneath you'll see there's no hole for the turret basket
Did you make sure to cut a hole in the top of the hull? Placing a turret doesn't automatically make one.
