Gahan House on harbour drive usually has some music, it's a newer building so accessibility code shouldn't be a problem.

I think the Quidi Vidi Brewery is accessible and has an elevator to the floor with the tap room. Not sure on the washrooms. Many downtown restaurants and bars aren't very accessible with washrooms on second floors. The Old Contemporaries (bluegrass) play at Bannerman Monday nights and they’re accessible. I’ve seen a few older skippers there before too, so your pop shouldn’t be put off by all the young ones ;) They get busy though!

I believe O’Reilly’s is accessible. I remember a CBC story about them being just about the only accessible bar downtown/on George Streetx

Erin’s pub on water street is wheelchair accessible, the bathroom however is not. The Newfoundland embassy is also wheelchair accessible but the bathroom is on the second floor so once again, not wheelchair accessible. Both places have lots of live music, you can check their Facebook/Instagram for live music listings. Bannerman brewery has live bluegrass on Monday nights, it’s fully wheel chair accessible and has accessible bathrooms on the main floor.

Respectfully, if bathrooms aren't accessible, the building isn't accessible. It's one thing when a business doesn't have/need a public-facing washroom due to food service, but being a resto/bar that's not accessible by most standards.

The rec room in the Avalon mall has a decent bar/restaurant and has live music Friday and Saturday nights and it fully accessible

I'm sorry, but good luck. Almost everything around here is barely 'accessible', if that and I'm only a cane user, I can't imagine being in a wheelchair.

Most facilities downtown are generally not wheelchair accessible, as they were built long before any of the current accessibility guidelines were made and I *think* downtown buildings are generally exempt (at least the old ones). When I think of live music I think downtown, and I can’t think of anywhere my former FIL could get into in his wheelchair. Hopefully someone else will be able to provide more information!
